It was HCC that put back the footbridge. It should have started a couple of months ago until they said no. It would have been finished next spring. Why the constant delays on the A63 .?? That was due to start April 2015
They didn't want the footbridge building during CoC2017, as it would have buggered up the look of the marina, I think that was fair enough.

Whats the point of building the footbridge if a year or two later they are going to be working on the road under it? Unless they put 10 foot high fencing all along the road people won't use the bridge anyway.
It was only delayed by HCC until early 2018, it looks like Highways England now want it done at the same time as the rest of the works.
They did, I worked there at the time. The idiot councillors, against planning officer advice, claimed it wasn't needed as the traffic lights were sufficient to let people cross the dual carriageways.
We should tell them to go whistle. It's the land bridge or nothing. City of culture don't accept cheap or easy options.
Seems like at least one lorry breaks down during rush hour each week. Followed by some minor shunts and/or overheating engines in the subsequent tailback. Usually timed westbound to greet the arriving traffic from the ferry.
