Despite the wording, what those 33% are actually voting for, is not letting him go even if the quoted £20m was met.
How can you deduce that when it doesn't say it? I took 'not at any price' to mean 'not at any price'.
If City got £20M for him, and was prepared to reinvest that money in the squad then I would say yes sell him.
20m for him could mean 15m on a striker, 3m on a left back and 2m on a speculative winger. That's a lot of money.
