Twinning is a partnership for connected reasons. You can have as many as desired. It doesn't mean that initial twins become part of subsequent arrangements to become triplets. Dull in Scotland is twinned with Boring in USA
The fact they used C of C to celebrate the twin town link with Freetown doesn't mean the others aren't. You are contradicting yourself. You say Rotterdam Can't still be a twin town because we twinned with .Freetown more recently. But we twinned with 3 places after Freetown but that still is a twin town.
It's seemingly gone for sister City's, Cardiff being one. I guess it's down to the name, they'd maybe have been brother City's if it had been called Nuncles. Coat on....leaving now...

They did, they only changed this year when the new City of Culture signs went up. It seems, at least for this year, the others are now just 'international partners'...
