wait a minute, that place hasn't been a library for years. that is where East Hull Baths is, it's a swimming pool. The library is now near to where the Asda is.

Been shut for yonks hasn't it? If they can't find a viable use for it as a commercial building, then I suppose making flats out of it at least ensures that the building is preserved.
If it was in a decent site, it would make great flats, but it isn't, so they'll spend nothing on them.
