If I use the example of a penalty, you could have the situation where the player is sent to the sin-bin, the penalty is scored and then he is allowed back without missing any regular play. An option may be that there has to be a minimum amount of time that you have to be in the sin-bin, even if a goal is scored.

True - I must admit I thought the 70 minute games, Time outs, Rolling subs and recording ref conversations were all a bit odd - and wasn't even sure what the 'Referees working in consistent teams' meant, let alone why it should be a rule.
One thing I like in Gaelic games is enforced substitutions - it's used (or was) in pre-season friendlies, so why not in competitive matches? I'm not sure if it counts as using of one of your substitutes in Gaelic games.

It tries to get more non-white coaches into the professional level of the game, with one applicant for each job has to be of an ethnic minority. There is one aspect of football that has been overlooked in this - when was the last time, if ever, someone from an ethnic minority has been one of the officials at a WFC match?
