I've seen some of the paperwork submitted and it's largely centered around safety, it's done on the basis that if fans are going to stand up, they're better off in a safe standing area than they are standing in front of normal seats.
Listen to internationals at Wembley where they give loads of tickets to school kids. A load of shrill voices doesn't improve the atmosphere.
Any fan could have told them that years ago. But that wouldn't have required lots of well paid people, the vast majority who have never stood up or sung a song at a football match, pontificating all day and then retiring for the night to their 5 star hotel to eat and drink on expenses.

Still a long way to go educating people on safe standing. Even the term itself implies that standing is inherently unsafe which is an absurd notion. As ever, it's one rule for football and another for everything else. Music concerts have people standing without any question of banning it on safety grounds and there's often massive crowd surges. Rail seating would have barriers to prevent such surges making it infinitely safer than the concerts which no one bats an eyelid at. There's for some reason this association between Hillsborough and standing which really needs to be broken because it's complete bollocks. It's a documented fact that standing was not to blame. Yet still the fan groups in Liverpool are largely anti standing. Some even saying it'd be a backward step. Standing played absolutely no part in their tragedy so why is there still this implied link? They're peddling a complete myth.
Well, I'm 66 so I don't expect to be around to experience standing up with a rail to lean on unfortunately.
There are some very informed commets on this page which is good to see. I am all for "Safe Standing" if the law is changed and I would welcome it. However as stated in a previous post there will be a large cost involved in converting to rail seating which will need to be recovered from somewhere. In the case of the KCOM stadium there is very little scope to increase the capacity without increasing the number of turnstiles and exits. The 8 minute rule to a place of safety does apply and the existing ingress and egress facilities leave very little scope for increasing the capacity.
