On your last point, yes if he shots then kicks someone in the head then yeah id say that’s a red. In the same way if you tackle someone, win the ball but then follow through and stuff them in the knee then it’s a red. Why would it be any different for a high foot? Your 3 options, the force would be the main point.

whats your hypothetical? The ref has to deal with an incident on its merits. I have seen players done for bicycle kicks for example as dangerous play. he has to decide each one. the greizman one is a red all day every day.
