Of course it's not one man. However Michael Edwards does the negotiating and he's done some serious negotiating recently. He's the one that sold Coutinho for twice the amount Barca were willing to pay in August 2017. He included the 'Barca clause' a £90 million premium if they go hunting our players. He also included a 20% sell on fee on Coutinho. He also ensured the likes of Sadio, Mo or Bobby don't have release clauses.
