In my eyes yes it does. He was unbelievably fortunate to have his ban lifted in the first place so we'll refuse entry whenever we see fit to.

I think some people are getting confused with Westwood getting refused entry and the flags coming down. Separate incidents.
Yes I think maybe the flag should've been allowed to stay, but those stewards made a call on the night which was over the top and those fans might've been with Westwood's group I don't know.
Surely if the flag was hiding the block number from view then it’s a safety issue, which trumps everything else? I think far too much is being made of it, although it may well have been the Pompey fans setting the whole thing up. They did film it after all. If they had put the flag somewhere else, they may have remained undisturbed.
It is a bit of a mountain out of a molehill, I have had far worse treatment at away grounds particularly by Maggie's militia, the South Yorkshire police, at Hillsborough in 1984!
I had a flag taken down when I was nipper at the Dell, for covering sponsorship hoardings. What I didn't then do was scream in the steward's face and get my mate to record it.
Flags I can understand because flags are often displayed at England games from all over the country and they still are a sign of supporting England. Wearing a Portsmouth (or indeed any club) shirt is totally unnecessary because you're watching England, not Portsmouth or whoever therefore why would you need to wear the shirt of another club? The fact that it was a Portsmouth shirt being worn at St Mary's was clearly a deliberate act of intended tribalistic antagonisting of certain spectators, the stewards and so on. They knew what they were doing. Frankly, it's pathetic.

Westwood should have been given a lifetime ban for what he did, irrespective of what game was being played at SMS. If that had happened we wouldn’t be discussing him.
I would say a flag with 'Portsmouth' and 'Pride of the South' on it being hung in St Marys also comes under the bit I've bolded too personally.
I think merely saying the word "Portsmouth" in anything other than a derogatory manner should be enough to get you ejected from St Mary's.
Pompey couldn't Have a better fan than bell end Westwood. In the 1600s the ringing of a bell signified the funeral of someone who died from the plague. Good to see pompey maintain this tradition to signify the quality of their team/football!!
