I've never really thought the meaning behind it. Suppose it's a way of promoting fear, whereas it actually creates the opposite of hatred. That hatred then gets aimed at certain cultures and religions, yet the innocent people of those cultures and religions, may live in the same fear themselves. Then America hands out it's own justice via bombs. Thus the vicious cycle. We are all led by propoganda, it's just working out, who is leading whom. People are not born to hate, they develop hatred, but is that at the hands of friend or foe, maybe both.

 

I assumed it was something to do with the body needing to be whole to get into heaven. Native Americans used to scalp their foes to let the spirits out or something similar.
