Tom, without wishing to take sides in this discussion, are players allowed to take any restart (eg throw ins, goal kicks) before the referee has blown his whistle for a restart? In other words, can any (legal) restart be akin to 'a quick throw-in'?

Why are we dogshit in the second half?

 

We keep on passing into crowded areas and ignoring overlapping runs.
