That's the click-baitness of the article for you. If you read on, its basically saying we now have our safety certificate for full capacity back post-COVID. Doesn't reflect any change in strategy in terms of premier concourse, just means we are ALLOWED to open it if we want to, like we always were.
I know a few x Premier Concourse who are annoyed at its closure, I'm sure they will be straight onto the club demanding their seats back

Well, no. The current safety certificate said a maximum of 10k. So the question should be when was the last time we got over 10k? Which is every game.
