They could match what they get but would possibly struggle to exceed it. I think this is mainly for shirt sponsorship and stadium naming rights. As for "partnerships" i.e the stuff that goes on the boards behind the managers during press conferences and advertising in the ground, website, programme etc I don't think this needs ratification.
In the grand scheme of things, with that away shirt the money the club will coin in from the Middle East will be huge.
It's a multi year deal - no-one knows the exact time scale worth an initial £5m per year. The club will get a larger % per shirt sold and I'm sure they get 100% of the name and numbers through the club shop.
