I guarantee that there will be fewer penalties than fouls in the box, since fouls happen all the time and referees are blind to them. I'm talking holding/pushing/shirt pulling during corners etc.

No, then we would have a ref following the rules of the game. Giving a second, fourth or even tenth penalty should not be decided by how many penalties have already been awarded before that incident, but on the incident itself, if it's a foul by the laws of the game and it's in the box then it should be a penalty.
