    EFL Statement...

    The EFL has today announced a comprehensive review of the regulations and procedures concerning the financial sustainability of EFL Clubs.


    The review, carried out in full consultation with Clubs, will be conducted independently and led by Jonathan Taylor QC, an expert on commercial and regulatory issues in sport, who is leading the existing review of the EFL’s governance systems and procedures. Mr Taylor is co-head of the Sports Group at law firm Bird & Bird and has extensive experience in advising national and international sporting bodies. The review will result in a set of recommendations being made to the EFL Board and member Clubs.

    The financial sustainability review will take place in two phases. Phase One will examine the background to Bury FC’s insolvency including the ownership of the Club, management decisions and funding arrangements. It will also consider the role of the EFL’s regulations, including the application of the Owners’ and Directors’ Test, procedures in respect of financial viability and the approach to insolvent Clubs and the EFL’s efforts to help secure a long-term future for Bury FC.

    The review team will consider all evidence carefully and at the conclusion of Phase One, an interim report will set out the history and causes of Bury FC’s financial difficulties and identify the key lessons to be learned for the future.

    That will feed into the next phase where the review will focus on the effectiveness of the EFL’s regulations and procedures in ensuring the financial sustainability of EFL Clubs. Jonathan Taylor QC will make recommendations on modifications to the EFL’s Articles of Association, regulations and procedures for consideration by the EFL Board and Clubs. Any changes approved by the Clubs at the EFL’s 2020 AGM would then come into immediate effect.

    Debbie Jevans, EFL Executive Chair, said: “The withdrawal of Bury FC’s membership is one of the most difficult decisions we have ever had to take at the EFL. This review will help everyone to understand what happened at Bury and ensure that, collectively, we learn and apply the right lessons for the future.

    “The financial sustainability of EFL Clubs is of vital importance to supporters and communities across the country as well as to the growth and development of the League itself. The EFL recognises its responsibility to examine whether we can improve our regulations and procedures in this area. In close collaboration with our membership, we want to play our part in helping to ensure a successful and prosperous future for the EFL so our Clubs can contribute to their communities for many years to come.”

    I've no idea of the details, but looking around it seems Wednesday, Derby and possibly Villa are being investigated for financial irregularities related to selling themselves their own ground.

    Anyone know any more? Are they just being victimised for having unusual suffixes?

    They should automatically promote any clubs not owning their own ground to the PL as they can’t have been involved in financial irregularities selling it to themselves.

    As was said today on the radio Boro's owner has deep pockets and he would not throw his full legals at this if they didnt think they were on solid ground. It was mentioned it could result in points deductions for the likes of Derby.

    Bury: EFL members to vote on club's request to be in League Two next year

    Bury could take a crucial step towards reinstatement into the English Football League at a pivotal meeting of the 71 member clubs on Thursday.

    The former League One outfit was expelled last month after a last-ditch takeover bid collapsed.

    Earlier this week a group trying to rescue Bury submitted a proposal for "compassionate re-entry" to League Two.

    But opening the door to readmission is just one of a number of options that the EFL's remaining clubs will discuss,

    Road to rescue?

    Attendees at the meeting in Milton Keynes - which will also cover a range of other topics - will be asked to vote on three courses of action in the wake of Bury's demise:

    • To remain at 71 members
    • To return to 72 members, with the club finishing second bottom in League Two receiving a reprieve, and two clubs promoted from the National League
    • Or, to return to 72 members with either the runner-up in the National League also promoted - or with another club added, eg Bury
    If there is an indication that the reinstatement of Bury is the preferred option, and a change in the league's regulations is therefore required, a board meeting will be called and then another general meeting will take place three weeks later.

    At that stage, a formal vote would be required at which 50% of all the clubs and 50% of the Championship would need to back reinstatement.

    The BBC understands the rescue bid is strongly opposed by most League Two clubs, one of which will be relegated if Bury are readmitted, and now hangs in the balance.

    If Bury's bid is rejected, they will have to apply to the Football Association for a place in non-league football.

    The EFL and its Member Clubs have determined a preferred direction of travel for how best to return the League to its full membership of 72 Clubs from the 2020/21 season. The discussions followed the withdrawal last month of Bury FC’s membership, which had the effect of reducing League One from 24 to 23 Clubs for the current campaign.

    As previously confirmed, the number of relegation places in League One will reduce to three for this season. At a quarterly meeting of EFL Clubs today, discussions established an agreement in principle whereby only one Club, rather than the usual two, should be relegated from League Two to the National League at the end of the current season and the Board will now formulate proposals that will be brought forward for adoption by Clubs at a general meeting in due course. This would mean that both League One and League Two have a full complement of 24 Clubs for the 2020/21 season.
