They'd have been due to play one two legged match to qualify. It's possible that their spot was downgraded and they had to play an extra round. Honestly no idea.

You got an exception made as you’d won it, and didn’t qualify, and the F.A. wouldn’t put you in ahead of us, as the PL rules for that season made no mention of that possibility. As it went, you had to play 3 qualifying rounds that year, and ended up playing some Scandinavian fishermen and a load of welders from Eastern Europe.
