Signing a contract IS entering. Otherwise there is no difference between entering and playing in that ruling since by your understand, we don't actually enter until we've played.

The lawyers will argue otherwise and as the term doesn't appear to be explicitly defined by the contract, the ruling should go against those that wrote it.
Laughable that anyone thinks signing a contract isn't entering tbh. The only questionable bit is the "during the season" but they signed said contract (aka entered) during this season so I think that's a long shot at best. You know what lawyers are like though...

The judge lead review panel is the protocol for how serious breaches of the PL rules are dealt with, as per the PL rules. It’s all there, try reading it.
