More than anything else, when are the Euros, Copa America and ACoN supposed to be played if there's a World Cup every other year? If teams aren't playing in a WC, they're qualifying for the next one
They'll mix qualifiers and play the continental competitions in odd years. 2024 - World Cup, 2025 - Euros, Copa America and ACON, for example.

International football should not be played during the domestic season. Football in general should adopt a calendar that allows for this. I realise that different climates around the world would make this difficult but not impossible. The domestic club football season should run from 1st Sept to the 3rd weekend in April. That is a 34 week season which should allow time for all the required fixtures to be scheduled (In England the most 1 team could play is 62, with no replays in FA cup) International football is then scheduled From 1st May for 10 weeks, allowing for all qualifiers and tournaments to be played in these windows. There is then a seven week gap for breaks, pre-season and the transfer window.
