Unless part of the reason they're in troubles is the expense that was involved in getting together the stadium plans and campaigning for the World Cup to go there. Had we then been given the World Cup there'd be funding being provided to them for various parts of the project which could have helped them through things now.

These things make you wonder what the proceedures are when they appoint these people. I mean Risdale, Duffen, Guidamac (sp) just to name a recent few, who've all nearly ruined their football clubs.
Yes to owners, directors, and similar. As far as I'm aware Ridsdale was an unpaid consultant at Plymouth so wouldn't be covered (or was that when he was at Sheff Wed?). Prior to taking over the clubs Bartlett had significant assets in property and Duffen was a successful chairman/ceo of a company that dealt with online sports streaming and that kind of thing. What would have been the grounds for preventing it? All I can think is lack of involvement in football, in which case what about the Allams?
Does the fit and proper person test actually have any teeth? I can't recall any time when I've seen someone stopped from taking over a club due to it. Even so, surely only criminal activity could stop someone buying, if not it would be an infringement of their rights, wouldn't it?

Ricardo, I am sure I read somewhere that he was paid a fee of ã1 million pounds (chuffing Austin Powers film in my head now) by Plymouth as an advisor/director. I may have read it on their board here, or, on the Devil spawn 606.
Surely if they were that corrupt they would have just bribed fifa like Abramovich did and we would of won instead?
People tend to expect too much from the fit and proper persons test, mainly because it's name is misleading, it doesn't really test to see if anyone is a fit and proper person, it's merely a check to see if anyone has any criminal convictions or has been in administration/bankruptcy. They were supposed to be expanding it to try and cover more areas that might cause concern, but I don't know if it's been done yet. A version of it does apply in all leagues.
