Is plagiarising Listened to both (and I like the first, but love the second) I would say no. It's a fairly similar backing track, but the melody is so different it is barely noticeable. Lots of songs have the same tempo, bass line - there is only a finite number of possibilities. The overall listen is very different.
The guitar in the first is playing something very similar to the bass in the second. Not sure it's the same, though.

Ska alert Toots and the Maytals, the beat, lee scratch perry at alley palais 8th September. I saw Toots Hibbert about 30 years ago and he was fekking old then, must be ancient now, but I bet well worth seeing. They were brilliant 30 years ago.
I saw Toots in about 1979, he was ****ing brilliant but he must be about 80 now. Love Lee Perry, for his own stuff and his work with Marley and on The Clash's Complete Control/City of the Dead....of course, leading to Marley writing and recording Punky Reggae Party. Plus The Beat were fabulous, maybe the best UK ska band and Mick joined General Public when he was chucked out of The Clash. I love this, especially...... . I might try and go but Mrs B is a totally non-Reggae person...........Heathen.

RIP Bay City Roller, Alan Longmuir, who died today. He was 70. I was shocked how old he was. Where does the time go? I didn't hate this.......and that guitar sound.......Marquee Moon, anyone?
No one could hate that song, prefer it by the late, great Mary o'Brian, but whoever sings it, its going to be good. I'm just surprised a scotsman reaches 70, with all of those fish suppers, pizza suppers, deep fried everything, iron bru and Tennants Super lager. Well played, good innings.
