They aren't. They are worried about being sued for breach of confidence. Whatever is in those documents is potentially incriminating to whomever it was they discussed the takeover with. The obvious conclusion is that the worried party is the PL and suggests that the PL has breached the rules of their own test. The knock on effect of that is the legal action brought by NUFC against the PL. The PL are rattled and have probably threatened the Government with legal action. I think De Marco has those documents, or has something incriminating and they are the ones I mentioned earlier today. It is circular and only helps NUFC's case. This takeover is going to happen.

Chaos, Saudi's own around 50% of all prime real estate in London, there's not a lot left to invest in. The UK Gov would have been desperate for investment into the NE, one less headache for them. I'd say you could just as easily argue that the Gov can't release anything because of interfering with the PL O&D test, which could be deemed unlawful. They certainly wouldn't have actively blocked KSA at the exact same time as Boris and his mates were on a charm offensive with the country. Get real, bro.
Exactly this. If the documentation shows that the ODT has been applied unlawfully, or subjective opinions have come into play through discussions, then it is a breach of confidence.

What if I was to tell you that the very reason Mike Ashley is taking legal action is because his legal team has seen what the PL discussed with the Government and the Government's position was that they would not oppose the takeover, would encourage Saudi investment in the North East and raised concerns about 'competing' interests and 'noisy TV executives' trying to influence a decision. Or perhaps that the Qatari Government contacted Dominic Raab and were politely told to mind their own business? Or that they were concerned by comments made by Hatice Cengiz, about a trading ally and had passed information about her to the PL indicating that she was under investigation. Imagine if that was disclosed.
