I see what you're saying about preferring on occupation over another. It sounds better in theory than it would work in practice imo. And it could be used by government to give no-one a rise. Public opinion is a factor, and they would favour a nurse or a paramedic over a traffic warden all day long. Yes, I do think there has been some questionable awarding of contracts. Again, disreputable people taking advantage of a national emergency. There is an inquiry, and it has to get to the bottom of the circumstances around each award of a contract.
