    The Pareto DISTRIBUTION, is informally defined as :

    Pareto(P,X,Y) = P% of X is accounted for by (100 - P)% of Y.


    It tells engineers to first look for candidate Ys in the solution space.

    No. As an engineer, I let the numbers decide.

    The CAPEX/OPEX costs + implementation complexity (the plants,
    the new water transport networks needed - which themselves are now
    potential contributors to leaks etc) , do not appear to stand up to
    better agricultural methods, or improving the existing networks to deal with leaks.

    If the numbers did decide, you do not believe in them sufficiently to PERSONALLY invest
    (for reference, if it cost 100m to do what you wish done, then 10,000 of you could
    "crowdfund" it at 10K per person) .

    Inbreeding ? That does define the Monarchy and the Lords. Public school hopes to refresh this class and it works pretty well as you can see from the rising quality of Tory MP's Now when I say rising think of scum.
