Sanchez was already here and had been for a while, so a work permit wasn't an issue. Unless I'm reading the new rules wrongly, this guy doesn't appear to qualify.
I am not certain that you are correct, Bolton's Boots. Rafael Santos Borré has made only a couple of appearances for the Colombian national team during the past two years, but Colombia are 15th in the FIFA world rankings so I think that he may qualify for 7 points. He has appeared 92% in the starting eleven (with 78% minutes) of River Plate (in a Band 3 league under the new work permit requirements) during the past season and Borré has also made 24 appearances in the Copa Libertadores (a Band 1 continental competition) from 2019 to 2021 and scored 10 goals in that competition https://worldfootballindex.com/2020...e-post-brexit-english-clubs-efl-libertadores/

That presumably cuts out his international appearances - the last of which was in October 2019. His eleven appearance in the Copa Libertadores in the last twelve months may be enough though.
I think that the article may have made an error about the time period because the F.A. regulations state: "International Reference Period means: 1) the twenty four months prior to the date of the application for a GBE, if the Player is not a Youth Player; or 2) the twelve months prior to the date of the application for a GBE, if the Player is a Youth Player." River Plate reached the final of the Copa Libertadores in 2019, which will give him additional points if he played in the final (as you wrote earlier). You can click on the link at the bottom of the article to read the F.A. regulations. Anyhow, it seems likely that Rafael Santos Borré will meet the work permit requirements whether or not there is an error.
