You might notice that nobody has ever called Andy Cole "world class"

Some quick data analytics ( "dimensioned" by top flight league
of the clubs played for) that enable you to discern the quality of a
forward without ever seeing them play :

1. total goals (career, per season)
2. goal strike rate (ditto)
3. assists (ditto)

A cursory look at the stats for Shearer show that on 1/2,
he was an excellent top-flight league striker.
Cannot comment on #3 as the stats are not to hand.

On other intangible measures (is the player a goal attempt
"blocker" - selfish, formation set entirely to serve them and
no others etc) , you would have to have a seen a serious
number of games they played in to make particular claims.

 

He's easily one of the best ginger Princes in the world at the moment. I can't think of any others, admittedly.

Shearer and Cole are the 1st and 3rd highest scorers in PL history. Cole also won a treble with Man Utd and Shearer was a huge reason why Blackburn won the title in 1995

Let's be honest, the Premier League they played in was basically what MLS is now, where most teams are made up of journeymen topped off with someone topping up their pension which is why the likes of Shearer, Cole and Fowler are still among the top ten scorers to this day, as back then Ben Thatcher, Dean Austin and Ramon Vega were considered PL-quality defenders

And yet the Premier League of that era produced an England team that still hasn't been surpassed in terms of quality of football. Go figure...

it's probably more to do with all the best strikers nowadays are foreign imports and they don't tend to stay in the premier league for their entire career and move on elsewhere (or weren't here from the start). If you look at the goals to game ratios nowadays, they have never been better i believe

Let's just look at World Cup performances of that era
1994 - DNQ
1998 - Round of 16

And now look at the World Cup performances immediately after Shearer retired from internationals
2002 - Quarter finals
2006 - Quarter finals

Hardly a coincidence that, once English football evolved from relics like Shearer, performances improved

 

Said like it isn't a cliche at this point n the Pond Life board that you throw around the word "bitter" when you cannot construct anything approaching a valid argument

And yes, I do have an opinion on Clive Allen, thanks for asking, and that opinion is that he wasn't a world class striker and only a blithering idiot would try chucking his name around as a "Gotcha!" comment
