He has a lot of similarities with Shearer though Shearer was a far better player and didn't dive, clubs similar stature at the time so maybe MOTD when he hangs up his boots.
He’s 28 this summer, and so he’ll have no residual value even if moves somewhere this summer. So his value is limited by that fact, the days of spunking colossal fees for players of that age are gone imo. So his value to Spurs will way outstrip his market value, end result = he stays until he’s 30 and has a year left before he can walk, and he moves for a comparatively small fee in the summer of 2023.
The flip side to that is that Levy won't want him to walk in a couple of years for peanuts, so given that it's probably the last chance to get a good fee for him, he might cash in this summer. That said, the whole Covid situation has upended any 'good fee' that he was ever likely to get for him.
Can anyone afford him? Prolly looking at PSG, Man City and Chelsea. The rest are all struggling for cash. He will have to stay put.
