Jose is almost certainly number 2, because of his win percentage. But SAF dominated the division for 20 years, built team after team of title winners and accepted no **** from his players. Jose inherited a squad that cost £153m (spending from 2003-04 alone). He then spent £56m in his first season (04-06) and £92m in his second season and £15m in his third. The problem with Jose is that he is always accused of "buying" his trophies. While the money certainly changed Chelsea into being a serious power in European football it does nothing to change how effective Jose was as a manager. He has won everything there is to win, and has won trophies in 4 different countries. He is an annoying cock of a man but was a fantastic manager.

The trick isn't always who you bring in to your club , but how to retain the players you bought ... and that's done by wages . The last 20 seasons , the top 3 wage paying teams have won the title ... most by the top wage payers , next most by the 2nd top wage payers and the next most by the 3rd top wage payer ... all 20 titles.
