HCC have obviously forgotten how long this fabulous pub was boarded up and closed because no-one could make it pay. What ever bye law someone thinks is being broken could easily be wavered if they seriously had the business communities interest at heart. The person (s) making these decisions from behind their desk isn't worried how they are going to pay their bills this week. The landlord and his staff will be though.
It's this type of petty bureaucracy that will shut down more and more venues.That results in more unemployment and costs us all more money to fund the benefits system!!! A common sense approach and a subtle nudge in the right direction would be a far more simplistic approach?
It seems odd that Minerva seem to be the only one not opening that wants to. I wonder whether they followed the same process as those that have been successful? It looks to me as though their 'beer garden' differs from many pubs, as it's a public place, and not really part of their property. Arguably, and only guessing, but I suspect that any of us have the same right as them just to turn up and use that area.
Though this might well be the case, under the current circumstances, it would seem reasonable to at least allow them to use them in the short term so that they can trade until the restrictions are lifted further.
My guess is that would depend if they've actually applied to do that. From what I've read, the pubs have been busy applying for pavement licenses, so it sounds like it's not a normal part of an existing license, and presumably would need to show where the tables would be so they don't block pedestrian routes or cause a hazard for less able bodied people.
I agree that guidelines need to be followed to some extent and access needs to be made available but surely there's a way for Councils and Publicans to work hand in hand and find some reasonable ground to progress the situation. There's a fine line,given what's went on in the last year or so,between the licensed trade going bust or trying to pick up the pieces.Over zealous scrutiny and nit picking should be discouraged where possible in everyone's interests?
I'm far from ITK so could be way out of order, but reading between the lines, other pubs managed to follow the law.
That's probably it but does it really matter for the few weeks that access to pubs is restricted ? Obviously the answer would be that other pubs etc would want the same favour or rule bending, ie; be able to place a few tables outside, but again would it really matter if they did ? FFS haven't they had it hard enough ?
I could be totally wrong with what I put anyway, it's only my view from what I've read in various places. One of them was mainly about the problems faced by the disabled due to the inappropriate siting of stuff on the pavements and public places.

I'm not a great fan of councils in general but without seeing these places it's hard to say who's right. You can guarantee some publicans will be pushing their luck and the council inspectors have got to judge that.
If it was a one off, I would agree with you, but this seems to be a systematic response, a pattern. Just heard something on the radio that HCC are going for tables of 3, not 6 as per the gov guidelines. ****kk knows what’s going on, but there doesn’t seem to be much good will or compromise to help these businesses
You could be right but maybe tables are being placed so close together that 6 can't comfortably get round them. Might be a case of have fewer tables with 6 or more tables with 3. Not defending the council, I just don't know.
I watched the 1:00 p.m. BBC1 News earlier, and they had a couple of minutes or so of footage of several pubs with outside service and showed the lineups outside shops in various spots in London I presume? It appeared to me that there were many a group of up to 8 people sitting at the same table supping together, basically shoulder-to-shoulder, no masks and only a yard away from the people sitting opposite. Hardly anyone over the 35-40 age group. All the ones who haven't been vaccinated yet. Get a couple of punters who are carrying the virus among 'em, despite being outside with a slight breeze, surely the bloody thing will spread like wildfire? Puzzling rules/controls if you ask me!
