I think he's saying that the formation of the Premier League, and their breaking away from the Football League, was the first step in a process which has led to this situation. It was the big clubs wanting more for themselves.

I think the reverse may happen, the 12 have been well and truly trashed, mainly by their own supporters who were told they don't matter. FIFA and UEFA have the opportunity to truly put them in their place starting with bans and fines as should the Premier League, the worm has truly turned...
Time for EUFA to turn the screw, reduce the big clubs take and scale back the Champions league to champions and cup winners or runners up in either. Then perhaps the likes of Spurs and Arsenal who are so off the pace that they will never come close to winning the Premier League won't have a free meal ticket and have to earn their place at the top table.
