the jist of it was "arsenals promotion came at the expense of other clubs, most notably Arsenal's arch-rivals Tottenham Hotspur. It has been alleged that Norris bribed or in some way unduly influenced the voting members of the Football League, in particular the league chairman and owner of Liverpool, John McKennaat the League's AGM. " this was amidst a match fixing scandal in divsion one https://www.mirror.co.uk/sport/football/news/inside-englands-match-fixing-scandal-21773882
you might like to add what happened in the fa cup semi-final betwee arsenal and city in 1930. the first game, at leeds, ended 2-2. in the replay, arsenal went ahead but a city player was send off early in the second half, with the city fans incensed and the hdm reporter saying nobody but the referee seemed to know why the player had been sent off. arsenal won 1-0 and went on to beat huddersfield in the final. it turned out the ref was related to someone on the arsenal board. or something like that. so not dodgy at all. it was arsenal's first trophy and in the 1930s they won their first five league titles and went on to emulate huddersfield's mid-1920s achievement of three consecutive league titles (huddersfield's only titles). huddersfield's manager for their first two titles was herbert chapman. he left to join arsenal and arsenal finished second when huddersfield made it three in a row in 1926. after arsenal's 1930 fa cup win, they won the league in 1931 and again in 1933. the following seasom chapman became ill and died in january 1934, but his replacements led them to the title in 1934 and again 1935. they won the cup in 1936 and the league again in 1938. hull city's third manager was harry chapman, brother of herbert. harry had joined city from sheffield wednesday and played for us for a couple of seasons before becoming manager; he died from tb a couple of years later, aged 37. and all because a bent referee had sent a hull city player off for doing nothing.
city go 2 goals up, but arsenal manage to make it 2-2. more time is needed, so there's a replay and arsenal score again. where have we heard that before?
