Not sure what he could get from the EFL. They clearly have no teeth. The Derby case went to arbitration. The EFL "felt" they didn't have sufficient grounds for appeal. Negligence is about all one could go for and I doubt they would get far with that plus not sure it would be a good idea to get on the wrong side of the EFL. Whoever is to blame for their situation I don't think it is the supporters. How can any supporter know what financial situation exists in a Board Room. There are those in the club however who probably are still there who knew. Painful time to be a Derby supporter I think.
