ok so! i've never really had to deal with this concept before. what then becomes of the chief scout? obsolete? edit - having had a piss and a tab i've got it, so your DOF basically acts to the best of his ability on the demands of the manager but also undertakes all dealings in the market thus to take away the pressures of the market to concentrate on teaching the players how to slay with the samurai? ish?

It means the DOF does all the leg work formulating shortlists to the head coaches specifications leaving the head coach to study oposition, desinging training routines, spending time with the players and all the things you want your head coach to be doing. The DOF will hire a numerous scouts as well as networking with agents. It's a fantastic idea. I understand people being sceptical as their's been a few clubs who have shown how not to do it but it's results across europe speak for it self.
