The EL is now your best route to the CL so I'm sure you will give it a go, but for a team with aspirations to compete for both league and CL titles needs a big squad, even Real only managed 3rd in La liga last year because they were more focused on the CL.

As you seem confused, as you were suggesting that Shaw was incremental to the wage bill, but you'd gotten to factor in the outgoings. As it stands I'd wager that you've probably increased your wage bill by more than they have, as you've increased the total squad size and haven't been able to shift some of the unwanteds yet.
