I doubt you will get Klopp tbh. While he needs to prove himself, Liverpool are jot the club to do that at. In fact tgeybhavr a history if taking promising managers and making then terrible (some of these managers have gone on to greater things). You will be going after the level of manager Spurs wouldn't be chasing. There is no doubt of that as you are a similar level of club. It wouldnt be too surprising if you approached Alan Pardew, who incidently, wouldn't be a bad call.
You'd have been supporting Burnley if Utd never got lucky with Fergie and still had a manager of the stature of Docherty, Atkinson, Sexton etc. As it stands Utd have won as much as us since the old scotsman retired, 18 more months before long ball Louie flies out to his "paradise", then what?, take a punt on Giggs or bring in another ex-successful man who'll spend more tens of millions. The continuous stability has gone at OT and no manager will ever stay at a club as long as Ferguson because no prem club including Utd would give a manager 6 years of 26 without a trophy.
