I think with any player under 25 you're not only buying what the player is worth now, you are also buying how much the player can potentially be worth.
15+ years ago that wasn't the case and teams bought youngsters as to the value they we worth (unless they we an exceptional talent) and that's what's changed the most.

Its also the case as to why there are plenty of bargains for players 28, 29 etc, because there is only a short term future for the player and the selling club has little option but to accept the price if they want to make any money.
