In Glasgow, where I grew up, it's a generic term meaning any of the following: Waste Bins, The Shelter which covers the waste bins, an untidy home, a woman of loose morals, a filthy person. And more besides.
Okay, in modern context it's much like wino says. It's an oft used phrase by parents to their kid on the state of their bedroom: "Look at the state of this place, it's like a midden in here"
