It's obviously 'The Thinker' by Rodin - or one of the many copies of it. If it is in a capital city then is it in the garden of the Musee Rodin in Paris ? I have no idea what may be under it.

yes you are right. I never realised about Meudon as his home until we were in Paris 10 days ago and we went to Meudon after visiting the museum. There were only half a dozen people there..... He used to go every day from Meudon to his workshops which were in what is now the museum. very interesting over to you...
