The style of men's trousers changed as a result of rationing in WW2 (the one that ER slept through) and it was illegal to have turn ups as it wasted material. The change lasted beyond the end of rationing and as a result you don't find many modern trousers with turn ups. This austerity also applied to double-breasted suits, hence the increased popularity in a slimmer single cut suit. You're welcome.

I am often accused of making sh.it. up or out and out lying by some factors on here but this is a true story. The Forces came to our school and in effect it was a recruitment drive to get us all to sign up but in the assembly hall the bigwigs sat up on the stage and offered to answer questions from the floor. Being always happy to make a tit out of myself for a laugh I asked the chap from the Navy why sailors still wore flares even though they were unfashionable. Turns out flared or bell bottom trousers are easier to roll up and not get wet. That was me telt.
