The smarter way may be to link the amount of NI paid on a sliding scale based on general health. Scruffy fat bastards who smoke 40 tabs a day and drink a bottle of whiskey a day should pay more (Assuming they have a job) than some virile young yorkshire buck who runs regularly, maintains himself really really well and only occasionally has a few cans on an away day.
