Firstly I dispute that it's a 'proper' portmanteau - it's two words with the space missing between. That's just lazy portmanteau generation. A true linguist (like my good self ) would say a portmanteau requires some blending of the words.

And given that both "fanny" and "balls" are informal ie slang terms for the genitalia, then a half-arsed faux "portmanteau" of the two words is still slang.

The shortening, or "blending", is not a requirement of a portmanteau, bumface.

 

So to sum up, yes Savco are dropping points on purpose.
