Nobody that's in a position to make the claim said it would 'end' it. That's more the claim of desperate anti-vaxxers. It's designed to reduce the extent of an infection in an individual, and minimise the further spread. The report doesn't seem to suggest they're seriously ill or dying, so the vaccine has done what it's designed for. Had the crew not gone ashore, the vaccine would have had nothing to do.
