What about a slightly improved version (like in ice hockey?) where there is a mini-set piece with perhaps 3 defenders and 2 attackers and they have to score by build-up play from 40 yds out, and losing possession forfeits that attempt + a small timelimit. Would be more skill-based than penalties and golden goal could take hours
Nah, it's just Blather trying to justify his existence again. Perhaps he could introduce a rule that says "in the event of a draw, the English team loses". There is no serious alternative as far as I can see. The golden goal idea was a shocker, imo. I hated penalty shoot-outs when they were first introduced but I'm used to them now.
possession * time * territorial advantage. team with the ball 0 points per minute in own third team with the ball 1 point per minute in central third team with the ball 2 points per minute in oppositions third and to make sure they're doing something with all the possession: final total = total points * (shots on target/total shots) the first part makes it worthwhile to keep the ball, and to attack with it, the second part makes it more worthwhile to take shots, but hurts them for wasteful attempts.
At least pens are part of the game. Novelty ideas like taking a player off every five mins of extra time are not. If they want novelty they might as well accept that it's entertainment and go for the most exciting and TV-friendly idea. Which is penalties, funnily enough.
They could do it boxing style and use statistics like possession. But I fear that would encourage teams to park the bus and pass it around there own half.

penalties are more fair than most ways. toss a coin, thats also part of football before the game. see 1965 cup winners cup eh?
