    A St Louis archbishop embroiled in a sexual abuse scandal has claimed he didn’t know it was illegal for priests to have sex with children in the 1980s, according to a court deposition released on Monday.

    Archbishop Robert Carlson, who was chancellor of the Archdiocese of Minneapolis and St. Paul at the time, was deposed as part of a sexual abuse lawsuit in Minnesota involving the archdiocese and the Diocese of Winona.

    In a testimony filmed last month and released by the St. Paul law firm Jeff Anderson & Associates, the Catholic archbishop was asked whether he had known it was a crime for an adult to engage in sex with a child.

    ‘I’m not sure whether I knew it was a crime or not,’ Carlson responded. ‘I understand today it’s a crime.’

    When asked when he first realized it was a crime for an adult - including priests - to have sex with a child, Carlson, 69, shook his head.

    ‘I don’t remember,’ he testified.

    Yet according to other documents released by attorney Jeff Anderson, who is representing an alleged clergy abuse victim, Carlson showed clear knowledge that sexual abuse was a crime when discussing incidents with church officials during his time in Minnesota.

    In a 1984 document, for example, Carlson wrote to the then-archbishop of St. Paul and Minneapolis - John R. Roach - about one victim of sexual abuse and mentioned that the statute of limitations for filing a claim would not expire for more than two years.

    He also wrote that the parents of the victim were considering reporting the incident to the police.

    Carlson’s role at the time was to investigate abuse claims. He admitted in his deposition that he never personally went to police, even when a clergy member admitted to inappropriate behavior.

    In the testimony, Carlson responded 193 times that he did not recall abuse-related conversations from the 1980s to mid-1990s.

    Carlson also said that even in 1996 he did not know that pedophilia was a disorder that couldn’t be cured.“I did not know that, but as a pastor, I was becoming increasingly concerned,” Carlson said.

    Carlson left the Archdiocese of Minneapolis and St. Paul in 1994, and eventually became St. Louis archbishop in 2009.

    The Archdiocese of St. Louis said in a statement on Monday that Carlson had given testimony ‘several times many years ago’ about the same allegations.

    ‘In this most recent deposition, while not being able to recall his knowledge of the law exactly as it was many decades ago, the Archbishop did make clear that he knows child sex abuse is a crime today,’ the statement said.

    ‘The question does not address the Archbishop’s moral stance on the sin of pedophilia, which has been that it is a most egregious offense.’

    The trial against the Twin Cities archdiocese is set to begin in September.

    Each*US state*has its own age of consent. State laws set the age of consent at 16, 17 or 18. The most common age is 16.[2]

    1: In Pennsylvania, the age of consent is 16. If the minor is under the age of 18, the adult can be charged with "Corruption of a Minor". This is a misdemeanor.[3]. If the adult is in a position of power (teacher,*clergy, or*Policefor example), this is a*felony[4]. Even though the age of consent is 16, it is still a crime until the age of 18. Because of this, Pennsylvania is normally listed as if it had an age of consent of 18.

    Some states have*exceptions*to the law for people below the age of consent if their partner's age is within a specific range. This range is often between 2 and 4 years. Some states allow minors who are below the age of consent to consent to sex with their spouses if they are*married, but not to anyone else.

    Examples

    These are four examples of the age of sexual consent in four U.S. states.

    Georgia 16, it is a felony for anyone over 18 years of age to have sex with a person beneath 16 years of age punishable by imprisonment not less than one nor more than twenty years if the actor is under 21, but not less than ten nor more than twenty years if the actor is 21 or older. If the actor is under 19*and*the victim is over 14 and less than 48 months younger than the actor it is a misdemeanor, not a felony. There is no close in age exception to Georgia's law, although people thirteen and over can consent to sex within legal marriage.[5]Illinois 17, no close in age exemption, although there are exceptions for minors to consent within marriage. With parental consent, parties can marry at age 16.*[6]Indiana&#8212;16, unless the adult works at the 16 year old's school or has some other authority over the 16 year old, in which it is sexual misconduct with a minor which is a felony, there is an exception allowing people 14 to consent to sex with another partner if the older partner is less than 18. It can also be used as a defense at court if the actor is less than 4 years older than the victim, even if the actor is over 18. A person between the age of 14 and 16 can consent if that person is married or has ever been married. It is a felony for anyone over 18 to have sex with anyone under 16, but there is a more harsh penalty if the victim is beneath 14, because that is considered "child molesting" by Indiana law[7]Wisconsin&#8212;18, no close in age exception, but the penalty is far less severe for a person whose victim is 16 or older than one whose victim is under 16, being a class a misdemeanor for a person whose "victim" is over 16, a class c felony for a person whose victim is 15 or younger.     In the USA in the 1890s, several states had an age of consent as low as 10. In 1895, the age of consent in Delaware was 7, according to an article in*The New York Times.[27]However, feminists and children's rights activists began advocating raising the age of consent to 16 wanting to ultimately raise it to 18 and by 1920 almost all states had raised their age of consent to 16 or 18.[28]*By 1920, every state except for Georgia and Hawaii (who had age of consent at 14 until 1995 and 2001, respectively) had an age of consent at either 16 or 18.
