No, because the empire was gone by the time this generation of footballers came around. He was born in the Soviet Union so he qualifies to play for Russia. If you were born in England, why would you be allowed to represent Antigua and Barbuda unless you had a family link? If the empire still existed today, you could play for England if born in one of the other countries as France do this with places like Reunion and Guadeloupe. It doesn't work the other way around.
